The
Plateau de Saclay District Authority and its communes
The Plateau de Saclay District Authority (DIPS) is a public body of
intracommunal co-operation - or EPCI - which was set up on the 6th of December
1991. It is the logical successor to the SIPS - the intracommunal syndicate of
the Plateau de Saclay - which the State set up in 1988 to draft the urban
development scheme of the Plateau de Saclay. This is a town-planning document
which sets out the future development of land in the area.
As a project authority, the DIPS does not have to fulfil a management role,
in contrast to the majority of other intracommunal bodies in France. Its
mission is to develop the infrastructure
necessary for the development of the Saclay Scientipôle, the
European-oriented centre for science and technology situated on the Plateau de
Saclay, while prioritising the conservation and quality of the environment.
The DIPS groups together 14 communes, 4 in Les
Yvelines and 10 in L'Essonne. It is directed by a council made up of
28 elected members.
Their aim is to consolidate the high standard of training, research and
technological innovation carried out in the sector, by improving both the
quality of life and reception facilities for visitors to the Plateau de Saclay.
A large number actions have already been
completed, and others are currently in progress.
The District Authority works in very close collaboration with the
scientific, economic and institutional players involved in the scheme,
responding to the concerns of the local population, acting in the public
interest, and within the context of tough international competition.
